課程概述 |
1980年代以來,民主先進國家的政府角色與定位開始轉變,民營化與分權化成為當代政府功能轉型的主要趨勢,公私協力也成為普遍採用之提昇公共績效的治理型態。本課程將運用學理探討與個案實踐,來檢視公私協力的理論、型態與績效。這門課主要想要回答的是:政府所採用各種公私協力的治理型態是否達成所想要達成的政策效果?這門課將簡介在研究公私協力時應具備之觀念、方法、以及如何解決常遭遇到的問題,並希望能使修課同學瞭解實際的公私協力案例以及如何研究這些案例。 |

各分項簡介如下:
1. 文獻作業:本學期約有20篇的英文獻作業(請見上課進度表),同學必須在該次上課結束前,針對每一篇文獻作業,繳交兩頁的心得報告,心得報告的內容應包含四個部分:第一部分是簡介該論文之研究背景、現有研究文獻的不足之處以及研究問題。第二部分則是要清楚說明該文的主要思維主線。第三部分是說明該文的研究方法。第四部分則是該文提出最主要的研究發現與命題。因每篇論文均圍繞著公私協力的主軸,故在看完論文後,您應該知道該文章的主要研究問題為何,建議同學花一點時間想像該文的作者是如何做出來這份研究的,換言之,作者在這文章中是如何回答這研究問題,研究的步驟與流程究竟為何?並想一下作者為何如此做的理由。在這之後,若有時間,建議同學可以花一點時間,想像如果是您來進行此研究,您會如何做來回答此問題。
2. 文獻口頭報告:同學在修習本課程時,需從文獻作業中選取若干篇在課堂做口頭報告,本課程將在第三週確定誰要做哪幾篇論文的報告。
報告內容要求:基本上與前面文獻作業的要求一樣,報告內容應包含前述的前三部分,重點則是在第二與三部分,以利後續的課堂討論,以及同學們未來進行研究時參考。
報告格式要求:口頭報告15分鐘,問答時間15分鐘。此外,負責報告同學需準備電腦的簡報檔案,並列印成講義的紙本分發給每一位同學。
3. 期末書面報告:您的期末研究報告必須是針對臺灣的某一項政策領域之中公私協力的個案。
4. 期末考:本課程在期末會有一個帶回家之考試,您可以使用任何資料,但不可與別人討論,並須在最後一週繳交您的答案卷。 |
